The announcement was made earlier this month, and fans of the series will have a chance to play-test the working build of the PC version on STEAM.

Fighting game fans can also pre-order the game this month.
Much like SNK's previous King of Fighters XIII, the new SNK seems to follow the tradition established since the SNK Playmore merger, releasing every game on Sony's Playstation console first, with a STEAM release not far behind it. Fighting game fans on the PC, who were limited mostly to Street Fighter, Street Fighter, and even more Street Fighter can rejoice, knowing that Capcom actually has competition on Steam now.
King of Fighters was originally a mashup of many of SNK's other fighting arcade titles like Fatal Fury and Art of Fighting, but also included non-fighting game characters from games like Psycho Soldier, Ikari Warriors and even Metal Slug. (It was basically Super Smash Brothers before SSB was even a thing.) This game eventually became an enigma of its own shortly after the release of KOF '95, eclipsing the popularity of everything else SNK had been producing over the years.
